CAF centre aims to be a catalyst for a full improvement of public administration organizations in Slovakia

 

 

CAF centre was established as initial point of contact for all public administration organizations that are interested in improving and delivering better public services to their customers/citizens. We provide these organizations with help and support on their journey of quality management. At the CAF centre we focus on offering fundamental consultation, organizing educational, analytical and methodological activities, exchange of information, good practice and many other activities.

Centres with the same purpose and goal are established in several European countries. The absence of such a centre in the Slovak republic inspired us, as the coordinator of the national quality policy, to create a CAF centre within the Slovak Office of Standards, Metrology and Testing (as part of the Quality and Project Management Department).

 

When establishing the CAF centre, we defined as our MISSION the following:

Providing professional, educational, consulting, analytical and methodological services, as well as providing reliable and verified information and news in the field of quality management. 

When establishing the CAF centre, we defined as our GOAL the following:

Intensify activities in the field of quality management in public sector organizations, raise awareness of the importance, benefits and issues of quality management, support the implementation of the CAF model and other quality management systems and conduct debate and the exchange of experience between organizations.

The CAF Centre was established at the beginning of 2019 within the national project of the Office Implementation and Support of Quality Management in Public Administration Organizations, which is supported by the European Social Fund through the Operational Program Effective Public Administration (www.reformuj.sk/en). The CAF Centre fulfills its mission by carrying out professional activities and providing services for public sector organizations with the help of its professional staff as well as experts in the field of quality. 

What services do we offer in the CAF centre?

When establishing the CAF centre, we knew we want to unify various activities that are necessary for development of quality management in public sector organizations. CAF centre services are therefore divided into four fundamental categories:

  • Providing fundamental consultation – we are here for all those organizations that are interested in obtaining basic information about the possibilities of implementing quality management in their organizations or for those organizations that have already started their journey with quality management, but are looking for an inspiration, ideas or tools for futher improvement. You can contact the CAF centre at any time and arrange a meeting with us, we will answer all of your questions. We pay special attention to CAF implementation, so we will be delighted to accompany you through the entire process of CAF implementation, from self-assessment process, through improvement, to CAF External Feedback. However, we will be happy to advise you also on the implementation of quality management system according to the ISO 9001 or the EFQM excellence model.
  • Carrying out training activities – we offer various types of training activities (trainings, workshops, seminars, conferences) for employees and especially public sector managers, as we know that fundamental premise for development of quality management in public administration is to have enough information and knowledge about it. We have compiled a portfolio of training activities, which are carrying out by experts with many years of experience in both the public and the private sectors. We provide trainings in our main office of the Slovak Office of Standards, Metrology and Testing or in headquarters of organizations (so-called inhouse trainings), in order to reach public administration organizations in all parts of Slovakia.
  • Carrying out analytical and methodological activities – we would like to support development of quality management by publishing professional methodologies and studies with various thematic scope. We have already identified several thematic areas and in the future we would like to look for those fields that need to be supported by publishing reference book, methodology, guideline, manual or any type of document, that would facilitate the application of new procedures, finding solutions to some problems or applying experience or good practice. Considering the experience of experts we work with, we have all the prerequisites. 
  • Providing information, news, exchange of experience and good practice –we want to find the topic of quality being discussed everywhere, and the creation of web portal is one of the steps to achieve this. Through it, we are interested in providing all information about CAF from Slovakia, as well as from other countries, not to mention other news related to quality from all over the world. However, that is not all, as we are working relentlessly on preparing other contributions. We want to promote the discussion about quality management by expanding cooperation with even more experts and by creating thematically focused working groups. However, we consider as very important also the strengthening of exchange of experience, so we support meetings of organizations willing to share their practice-based knowledge with others, obtaining inspiring ideas in return.

Who is the target group of the CAF centre?

We provide our services to all public administration organizations in Slovakia. Our door is always open to all those organizations that are not afraid to face new challenges, that are proactive and that are serious about improving the quality of their organization.

What is our vision for the future?

We are aware that the creation of CAF centre is not just about equipping a new training room, but it is above all about working with people, active listening and discussion. We still have a lot of work to do, which we believe will be a delight for us and a benefit for our customers/citizens.

Therefore, we established as our VISION in the coming years the following:

„Establish the CAF centre in Slovakia as a recognized centre of support for public administration organizations in the field of quality and capacity development by developing current and new-generation of experts and, last but not least, supporting a broader discussion and exchange of experience between current and future CAF users and all organizations for which improving is their top priority.“
